  • Overview

    The Assistant/ Associate Director of Human Resources assists the Executive Director of Human Resources in providing a full range of human resource management services for faculty and staff employees. This includes leadership and direction regarding staff and leadership training, performance management, organizational and talent development, and employee relations. Participates as a senior member of the Human Resources leadership team and may serve on multiple University planning and policy-making committees.

    Reporting and Supervisory Responsibilities

     

    The Assistant/Associate Director of Human Resources is supervised by the Executive Director of Human Resources. The Assistant/Associate Director may provide general supervision to exempt and nonexempt staff in the Office of Human Resources.

    Responsibilities

    1. Provide leadership and direction for the University and its employees regarding Human Resource matters by planning and directing the overall design, implementation, communication, administration and evaluation of assigned Human Resource function(s).

    2. Conduct training needs analysis and develop appropriate solutions to narrow gaps between current and desired performance in a variety of situation in a complex university setting.

    3. Research industry trends, new technologies, concepts, and techniques to update current training curriculum. Measure effectiveness and ensure standardization of training processes where possible. May negotiate services, and costs with training vendors and consultants.

    4. Administer the development, implementation, and maintenance of training and development programs, including new hire training, department head/director training, leadership and staff development, change management, employee engagement surveys, and tracking of training via USU's Institutional Learning System (ILS/LMS).

    5. Counsel employees and supervisors regarding conflict management, coaching, feedback, as well as corrective/disciplinary actions and grievance procedures by providing information on human resource policies and regulations, recommending a plan of action, and resolving misunderstandings.

    6. Ensure consistent and equitable application of human resource policies and government regulations throughout the University by advising senior administrators about the applicable policies and regulations and enforcing the human resource rules and regulations of the University.

    7. Promote a positive image of the University by participating in community organizations, as well as national, state and local professional associations.

    8. Represent the department and serves as a resource by participating on various University committees.

    9. Contribute to the overall success of the University by performing all other duties and responsibilities as assigned.

    Qualifications

    Minimum Qualifications:

    Bachelor's degree in Human Resource Management, Business Administration, Organizational Development, Instructional Performance Technology or a related field.
    At least five years of increasingly responsible experience in human resources management to include training and development.

    • Ability to analyze problems and develop creative solutions to complex human resource issues.
    • Strong analytical and critical thinking skills and the ability to analyze, summarize, and effectively present information to leadership.
    • Knowledge of computerized information systems used in human resources applications.
    • Knowledge of federal and state laws and regulations related to Human Resources.
    • Knowledge of Human Resources best practice and principles particularly as it relates to adult learning and training and organizational development.
    • Ability to conduct needs assessments and develop solutions to address performance gaps.
    • Ability to supervise and train employees, to include organizing, prioritizing, and scheduling work assignments.
    • Ability to foster a cooperative work environment.
    • Ability to periodically travel to regional campuses.

    Preferred Qualifications:

    • Master's degree in Human Resources Management, Business Administration, Organizational Development, Instructional Performance Technology or a related field.
    • Experience in additional functions of Human Resources such as employee relations, employment
    • Working experience in a higher education setting.
    • Possession of nationally recognized human resources and/or training related certification(s).
