Overview

Business Manager SR serves in a financial leadership role with the Ecology Center Business Services unit supporting multiple colleges and departments across campus. This position supports and co-reports to both the business services unit and director of the Ecology Center. Provides and oversees all business and financial functions such as: cash/revenue receipting/management, budget preparation, budget reconciliation, data management, financial document retention, purchasing, personnel, fiscal management, transaction review and control, financial reporting, and research administration.

Responsibilities

Responsible for the identification, development, implementation and maintenance of Ecology Center’s financial policies and procedures:

  • Performs or oversees functions such as budget preparation, budget reconciliation, data management (department and financial), and fiscal information support.
  • Maintains annual budget using proper accounting/budgeting methods and retains records of financial figures for comparison with estimated budget.
  • Manages grant and contract administration to include pre-award, active award, and post-award management. Assures through approvals all transactions comply with federal, state, agency specific, and university policies.
  • Maintains knowledge and experience with compliance regulations of federal, state, and university policies.
  • Oversees business support staff responsible for epaf processes such as epafs, I-9s, leave, hiring/terminations, to assure these processes are properly recorded and processed.
  • Oversees business support staff responsible for travel, purchasing, and p-card management.
  • Oversees graduate student awards, scholarships, graduate insurance, and financial document retention.
  • Manages payroll and ensures it’s properly recorded and processed in adherence with university policies.
  • Reconciles and reviews monthly financial statements to ensure accuracy in a timely manner.
  • Develops and maintains monthly and ad hoc reporting including financial projections as needed. Maintains an accurate understanding of multiple fund types held in department including E&G, overhead, contracts/grants, start-up, unrestricted, service centers, etc.
  • Communicates and coordinates with other colleges and departments within and outside USU regarding financial matters. Accurately responds to questions and concerns from multiple constituents including faculty, staff, students, coworkers, clients, subcontractors, and others using tact and discretion.
  • Maintains and supports appropriate privacy and confidentiality forms and processes, assuring information is securely maintained. Attends regular trainings and meets confidentiality requirements including training for Family Educational Rights and Privacy Act (FERPA).
  • Commits to integrity; performs duties with diligence in accordance with professional standards and enforces University policies and procedures; uses relevant information and individual judgment to determine whether events or processes comply with rules, regulations, or standard operating parameters.
  • Serves in the interest of Utah State University in a lawful manner, while maintaining high standards of conduct and character.


Responsible for the accurate and timely review and processing of departmental financial transactions.

  • Oversees and manages daily activities and transactions, including purchasing/p-card, financial reporting/processing systems (Banner, Argos, ServiceNow) travel, cash handling, and personnel functions.
  • Reviews and tracks department contracts.

 

Responsible for development and leadership of direct reports.

  • Manages hiring, supervising, evaluating, and disciplining of direct reports. Develops and provides training and mentoring to staff.
  • Develops and maintains current process and procedure documentation, tools, training, and support mechanisms for financial/business operations within the department.
  • Instructs and assigns work to others both within a direct reporting structure and an indirect reporting structure. Communicates financial/business information, procedures, and expectations to personnel within the department, reviews related work, and provides feedback on service expectations.


Actively and positively engages in procedural improvements, new systems/policy implementation, and other tasks as assigned:

  • Positively engages in department, college or university teams as requested to improve processes, implementation of new policies or systems, or researching issues/opportunities.
  • Suggests and develops new concepts and approaches to issues. As approved, works to positively implement the changes.
  • Handles confidential information and other financial/accounting responsibilities designated by the Director and/or Financial Officer. Manages assigned projects effectively and demonstrates reliability and strong work ethic.
  • Performs other duties as assigned.

Qualifications

Minimum Qualifications:

  • Bachelor’s degree in accounting, finance, or business field plus four years of experience or an equivalent combination of education plus experience is required.
  • Experience with grant and contract funding practices (fund accounting) and compliance regulations.
  • Experience in supervision and able to foster an inclusive and team-oriented environment.
  • Ability to use and develop Excel formulas correctly and independently.
  • Ability to develop professional materials with proper grammar and punctuation.
  • Ability to thrive in a fast-paced work environment while providing high quality customer service to a diverse population.
  • Ability to effectively prioritize multiple tasks and deadlines.
  • Ability to work independently with little or no supervision, as well as collaboratively and dynamically in team-based settings.
  • Ability to deal discretely with highly confidential and sensitive information showing good judgement and decision-making skills.

Preferred Qualifications:

  • Working knowledge of USU’s Banner, ServiceNow, Argos, AggieTime, Aggie Handshake, iCIMs, and Kuali.
  • Working knowledge of USU’s purchasing and/or human resources policies and procedures.
  • Working knowledge of USU operational policies.
  • Experience working in a higher education academic department.
  • Experience with audit preparation and participation.

Knowledge, Skills, and Abilities:

  • Knowledge of finance enterprise systems and software.
  • Computer skills, including Excel and Microsoft Windows.
  • Knowledge of management reporting systems.
  • Knowledge of finance, accounting, budgeting, and cost control procedures.
  • Ability to train and lead staff.
  • Problem solving and critical thinking skills.
  • Knowledge of contracting process and associated local, state, federal, and other regulations.
  • Ability to develop and maintain recordkeeping systems and procedures.
  • Skilled in budget preparation and fiscal management.
  • Ability to analyze and interpret financial data and prepare financial reports, statements and/or projections.
  • Knowledge of software to quantify and illustrate complex financial reports, comparisons, impacts, and/or projections.
  • Expert knowledge of financial principles, practices, concepts, and analysis of reports of financial data.
