Overview

The purpose of the Rural Online Initiative (ROI) program is to provide Utah's rural workforce and businesses with specialized training for online opportunities in remote employment, freelance work, and online commerce. The primary duty of the Program Coordinator Senior is to oversee the operational planning, establishment, execution, and evaluation of the ROI program statewide. Incumbents oversee fiscal, operational, administrative, and human resources management of the program; serve as principal point of representation for external constituencies on operational matters; and provide day-to-day technical/professional guidance and leadership as appropriate to the area of expertise.

Responsibilities

Reporting and Supervisory Responsibilities:

The Senior Program Coordinator (working title: Program Manager) for the ROI program reports to the Program Director. This classification hires, trains, leads, and supervises full-time, part-time, hourly, and/or student employees.

 

Typical Functions:

  • Manages and oversees the administrative and daily operations of the ROI program, ensuring compliance with University, state, and federal policies and regulations.
  • Oversees the supervision of personnel, which includes work allocation, training, promotion, enforcement of internal procedures and controls, and problem resolution; evaluates performance and makes recommendations for personnel actions; motivates employees to achieve peak productivity and performance.
  • Participates in the development of annual operating budgets.
    • Approves and monitors budget expenditures and prepares budget revisions.
  • Provides technical and/or professional coordination and leadership in the execution of day-to-day program activities, as appropriate to program objectives and area of expertise.
  • Develops and implements systems and processes to establish and maintain records for the operating unit.
  • Manages communications of the program's vision and goals via web sites, social media, newsletters, and/or mailing lists.
  • Coordinates conferences and trainings.
  • Coordinates procurement and maintenance of program software and equipment.
  • Assists in producing, developing, advertising, and marketing project(s) and/or product(s) in various media such as print and video.
  • Collaborates with University departments, programs, projects, local and state school systems, and/or community organizations.
  • Develops or assists with the development and implementation of policies and procedures consistent with those of the organization to ensure efficient operation of the program.
  • Develops or assists with the development of course curriculum in Canvas with program staff to ensure training courses are constantly relevant.
  • Synthesize and report data on program with the goal of solving problems and refining procedures and systems for improvement.
  • Collaborate with staff to compile data and write analysis for the development of the program's annual report.
  • Plan, prepare, and oversee special events as required.
  • Manage out-of-state partners and oversee program expansion
  • Performs miscellaneous job-related duties as assigned.

 

Qualifications

Minimum Qualifications:

  • Bachelor's degree in a related field plus four years of related work experience; or a master's degree in a related field plus two years of experience; or an equivalent combination of education plus experience is required.
  • Strong written, oral, organizational and interpersonal skills and the ability to work effectively with a wide range of constituencies in a diverse community.
  • Ability to work well under pressure and coordinate multiple tasks efficiently.
  • Excellent computer skills, including experience with Microsoft Office applications, Zoho (e.g, database), and Canvas (e.g., learning management system).
  • Ability to work in a team setting.
  • Ability to maintain a high degree of confidentiality and discretion.
  • Candidate must be extremely reliable due to the job requirements which occur outside of the regular work week.
  • Demonstrate excellent customer relations skills.
  • Ability to take initiative, prioritize, and work without close supervision.
  • Knowledge of USU policies and procedures a plus.

Preferred Qualifications:

  • Knowledge of principles and practices related to the freelance economy, online marketing, and e-commerce.
  • Knowledge of research and information gathering methods and procedures.
  • Knowledge of grant development, implementation, budgeting, fiscal control, and reporting.
  • Ability to make administrative/procedural decisions and judgments.
  • Ability to coordinate and organize meetings and/or special events.
  • Clerical, word processing, and/or office skills.
  • Skilled in the use of personal computers and related software applications.
  • Skilled in organizing resources and establishing priorities.
  • Skilled at records maintenance.
  • Proven ability to lead and train staff and/or students.
  • Ability to interact with students, faculty and/or staff in a team environment.
  • Knowledge of communication principles, media, and marketing techniques.
  • Ability to gather and analyze statistical data and generate reports.
  • Ability to exercise a high level of creativity, decision making, problem solving, and discretion as work is varied and may be undefined.
