Overview

The Engineering Technician SR manages and coordinates all efforts required to assure compliance with building codes and contracts in the construction or modification of existing or new facilities. The Candidate directs and coordinates construction and remodeling activities on campus projects from completion of bidding and award of construction contracts to final acceptance. They will inspect and review all construction and remodeling projects during construction to ensure that projects conform to plans and specifications.

Responsibilities

  • Manages construction progress which may include ensuring procedures and materials comply with specifications; observes work in progress to assure timeliness, conformance and requirements and acceptance workmanship.
  • Establishes and ensures adherence to job schedules and priorities.
  • Reviews contract plans and specifications for compliance with appropriate building codes and project requirements.
  • Checks and monitors all construction completion schedules to ensure that all construction and remodeling projects are being completed on time.
  • Visits all construction and remodeling projects on campus regularly to ensure conformity to plans and specifications.
  • Assists in the review of plans and specifications for construction of new building projects and for remodeling projects of present structures.
  • Compiles, prepares and submits various reports of inspections made at constructions and remodeling sites.
  • Supervises and directs the collection of information by contacting various participants involved in the construction process to ensure the accuracy of as-built drawings, specifications, and shop drawings.
  • Interacts with contractors, construction inspectors and other university personnel to attempt to satisfy all parties involved in the construction phase of different projects.
  • Schedules project work with various departments that are furnishing material and/or labor for portions of work in specific projects.
  • Maintains logs for contractor submittals, requests for information and changes of proposals to provide a summarized source of information pertinent to the project.
  • Assists in developing means and methods to improve the construction program effort.
  • Maintains liaison between contractor, project manager, and consultant during construction to resolve field problems, and to maintain project schedule and budget.
  • Interprets blueprints and specifications for contractors to ensure compliance with construction plans and specifications and obtain additional information from the project architect when necessary; recommends changes to documents for ease of construction.
  • Reviews construction documents and specifications for compliance with USU’s A&E manual and the DFCM High Performance Building standards.
  • Coordinates and assists with final inspections; monitors completion of punch list.
  • Act as Facilities customer liaison during building warranty period, and coordinates any claims with PD&C project manager.
  • Reviews projects at end of warranty period for non-compliance items.
  • Performs other related duties incidental to the work described herein.

Qualifications

Minimum Qualifications:

  • Minimum 5 years of current, institutional/commercial building, construction related experience

Preferred Qualifications:

  • IBC Code Certifications or experience

Knowledge, Skills, and Abilities:

  • Knowledge of inspecting building construction, materials and methods.
  • Knowledge of building codes and of electrical, plumbing, mechanical and related codes.
  • Knowledge of the laws and ordinances regulating building construction.
  • Knowledge of current status of costs of new construction, escalation factors and market trends.
  • Skill in reading and interpreting plans and specifications and comparing them with construction in progress.
  • Skill in construction inspection.
  • Excellent customer service skills.
  • Skill in supervisory practices.
  • The ability to fully read, comprehend and interpret contract plans and specifications.
  • The ability to coordinate with outside vendors and/or contractors.
  • The ability to work with budgets and follow through on assignments.
  • The capability to make independent decisions

Employees must have sufficient strength to perform the duties and responsibilities of the position including heavy lifting and/or pushing and pulling of heavy objects.  Employees must be prepared to assume uncomfortable positions such as crawling, kneeling, and squatting.
