Overview

The Programmer/Analyst for the Office of Analysis, Assessment & Accreditation is critical for business intelligence and analysis in the unit. They develop and administer the system configuration and development plan. They function independently to analyze, evaluate, specify, and maintain information systems (both hardware and software) to meet unit objectives. They design, manage, and lead independent programming solutions for complex problems according to technical specifications and AAA system implementation. They also provide input to the executive director and lead programming discussions, as needed.

Responsibilities

50% time on the following:

  • Act as Team Lead to design, manage, and complete independent programming solutions for complex problems according to technical specifications and AAA system implementation.
  • Organize, set priorities, schedule and review work as needed to complete team goals.
  • Manage and integrate cloud-based data structures (Digital Measures, Campus/Labs) into the AAA data lake.
  • Work with external partners and design custom integrations, ETLs, etc. as needed.

30% time on the following:

  • Provide input to the executive director and schedule and lead programming discussions, as needed.
  • Work with internal business partners (unit partner leads in IT, Registrar’s Office, etc.) to design programming solutions to meet USU mission goals and unit targets.
  • Manage the technical delivery of projects, including design, build, test, implementation, and integration stages.
  • Manage data management plan and ensure data security and integrity.

20% time on the following:

  • Develop and administer the system configuration and development plan for AAA.
  • Design and maintain the AAA website.

Typical Functions:

  • Transform functional requirements into detailed technical specifics that represent actionable development tasks.
  • Provide programming and maintenance for existing websites, including database development and design.
  • Routinely write, test, and troubleshoot code.
  • Design in-house data processing systems or subsystems, program the systems or subsystems, and establish documentation to support the new systems.
  • Develop, prepare, and distribute evaluative data for analysis, studies, periodic, and ad hoc reports, and publications, both printed and digital.
  • Perform miscellaneous job-related duties as assigned by department.

Qualifications

Minimum Qualifications:

  • Position will be hired at a level I, II, or III, depending on the education/experience of the candidate. Requirements for each level are listed below (one year of experience equals one year of education):
    • Level I: Bachelor’s Degree in Computer Science, Information Technology, or related field OR an equivalent combination of education and experience.
    • Level II: Bachelor’s Degree in Computer Science, Information Technology, or related field plus 2 Years of experience in programming, business information and/or data analysis OR an equivalent combination of education and experience.
    • Level III: Bachelor’s Degree in Computer Science, Information Technology, or related field plus 4 Years of experience in programming, business information and/or data analysis OR an equivalent combination of education and experience.
  • Fluency with MS SQL Server (SSIS, SSRS, SSAS), working proficiency in Oracle, Excel, PostgreSQL, and comprehension of BI tools.
  • Programming experience; TSQL, PHP, Python, and proficiency in some form of ETL/scripting/procedure language.
  • Cloud-based data management skills (Rest API and ELT experience).

Preferred Qualifications:

  • Experience with Banner (Ellucian).
  • Demonstrated project management and leadership skills.
  • Experience working with external data partners, problem solving experience and relationship management skills.

Knowledge, Skills, and Abilities:

  • Ability to implement and troubleshoot programming changes and modifications of basic and advanced complexity.
  • Ability to communicate technical information to non-technical personnel.
  • Skilled at planning and organization.
  • Ability to listen to client needs and formulate an overall analysis and effective project plan.
  • Ability to define and solve practical problems and create accurate, validated reporting for business making decisions.
  • Ability to handle multiple projects at once and meet overlapping deadlines.
  • Knowledge of applicable data privacy practices and laws.
  • Excellent interpersonal, verbal, and written communication skills.
  • Ability to maintain a high degree of confidentiality.
