Overview

Summary
Applicants for this Business Manager I position will manage and coordinate the business operations for the Electrical & Computer Engineering (ECE) Department. Applicants will oversee activities such as budget preparation and control, human resources administration, accounts payable, accounts receivable, contract and grant accounting, cashiering, and auxiliary enterprises. The anticipated start date for this position is May 15, 2023.

 

Reporting and Supervisory Responsibilities
The Business Manager I will report to the Financial Officer for the College of Engineering and work closely with the department head of ECE. This position may train and guide other business services staff.

Responsibilities

  1. Function as a primary resource and business consultant to the department heads and faculty.
  2. Monitor and analyze financial reports for the ECE department head, faculty, and staff. Make recommendations during the decision-making process and create initiatives to assist the departments in achieving their goals.
  3. Communicate and interpret finance related policies, procedures, and regulations.
  4. Oversee and manage daily activities and transactions within assigned area, including p-card, financial banner, travel, and personnel functions.
  5. Expected to collaborate with departments on grant proposals, forecasting grants and assists faculty in administering proposals to ensure compliance with federal, state, and university policies.
  6. Perform functions such as budget preparation, budget reconciliation, EPAF creation, data management, and fiscal information support.
  7. Ensure payroll is properly recorded and processed.
  8. Develop and maintain databases.
  9. May train, guide, and mentor business services staff, as assigned.
  10. Maintain annual budgets using proper accounting/budgeting methods and retains records of financial figures for comparison with estimated budget.
  11. Coordinate, design, and implement financial/management systems.
  12. Process graduate assistantships, tuition awards, scholarships, and graduate insurance.
  13. Communicate and coordinate with other colleges and departments within and outside USU regarding financial matters.
  14. Reconcile and review financial statements to ensure accuracy.
  15. Perform miscellaneous job-related duties as assigned.

Qualifications

Minimum Qualifications

  • Bachelor’s degree in a business field or an equivalent combination of education plus experience is required.

Preferred Qualifications

  • Experience using Banner, specifically the Finance and HR modules.
  • Experience with the Argos Reporting System.
  • Experience with ServiceNow.
  • Experience creating Kuali proposal budgets.
  • Knowledge of USU policies and procedures.

Knowledge, Skills, and Abilities 

  1. Knowledge of finance enterprise systems and software.
  2. Computer skills, including Excel and Windows.
  3. Knowledge of management reporting systems.
  4. Knowledge of finance, accounting, budgeting, and cost control procedures.
  5. Knowledge of procedures used in the financial field.
  6. Ability to train and lead staff.
  7. Problem solving and critical thinking skills.
  8. Knowledge of contracting processes and associated local, state, federal, and other regulations.
  9. Ability to develop and maintain recordkeeping systems and procedures.
  10. Skilled in budget preparation and fiscal management.
  11. Ability to analyze and interpret financial data and prepare financial reports, statements and/or projections.
  12. Knowledge of software to quantify and illustrate complex financial reports, comparisons, impacts, and/or projections.
  13. Knowledge of current business issues and trends.
