The Utah Local Technical Assistance Program (LTAP) and Utah Department of Transportation (UDOT) are promoting local road safety measures through the development of a Safety program and are looking for a Traffic Safety Engineer (Civil Engineer) to join their team. The program is designed to provide safety-related information, training, workshops, and direct technical assistance to local agencies responsible for roadway safety. The target audience includes local street departments with limited or no in-house transportation safety engineering resources to conduct these activities on their own. The proposed approach includes traveling to local agencies, promoting and facilitating specific low-cost, easy-to-implement strategies for safety and infrastructure improvements as well as providing guidance on how to apply for additional funding where warranted.

The long-term goal of the program is to improve local road safety by reducing the number of fatal and injury crashes (including severity) occurring on local roads. This program is supported by the FHWA, Every Day Counts Initiative.

In-State: This position is telework eligible within the state of Utah

• Assist the Director in developing the Utah LTAP Safety Circuit Program (SCR). This includes meeting with counties/cities to assess their needs, coordinating with UDOT Traffic and Safety, and developing plans that will help reduce severe and fatal accidents in local communities. Rural road safety will be an essential element of the program.
• Perform Safety Audits for various communities throughout the state. This responsibility will likely include the opportunity to work with and mentor engineering students.
• Coordination of safety-related issues with external government agencies, such as counties, cities, and municipalities.
• Effectively serve as Dept. liaison with outside agencies to identify safety concerns and develop projects.
• Encourage communities to partner with Utah LTAP for technical assistance and training.
• Develop, manage, and perform Training/Workshops. Traffic safety-related training will be the primary focus, but the applicant may be called to participate in the full scope of LTAP training.
• Manage students on research, safety audits, and asset management projects.
• Understand and be able to direct communities to grant opportunities, particularly in the area of traffic safety.
• The Utah LTAP has an Asset Management program for local governments where students gather pavement, sign, and sidewalk data. There will be opportunities to work with/mentor the students on these projects.
• The Utah LTAP has a very broad scope with a small staff. The applicant will be involved in all aspects of the LTAP program.
• Other job-related duties as assigned.

Minimum Qualifications:

• Bachelor's degree in civil engineering or a related field plus four years of work experience OR an equivalent combination of education and experience.
• Possess or be eligible to obtain a professional engineering license.

Preferred Qualifications:

• Possess professional engineering license.
• Experience in Traffic Safety.

Knowledge, Skills, and Abilities:

• Knowledge of civil engineering principles and practices as applied to highways, public works, and traffic safety.
• Knowledge of department and federal policies and procedures regarding project planning, development, design, and construction.
• Skilled in the use of personal computers and related engineering software applications.
• Skilled in public speaking and the ability to develop/perform workshops.
• Ability to establish and maintain effective working relationships with internal and external customers.
• Ability to communicate information concisely and effectively in both written and oral forms.
• Ability to “think on your feet”, problem solve and make decisions effectively.
• Knowledge of equipment and systems appropriate to the related discipline.
• Knowledge of design applications.
• Knowledge of all federal, state, and local codes and ordinances pertinent to the planning, design, construction, and maintenance of civil engineering projects and traffic safety.
• Ability to work both independently and in a team environment and foster a cooperative work environment.
• Ability to work through conflict resolution.
• Ability to conduct field inspections, surveys, and measurements for engineering projects.
• Ability to write reports containing technical information.
• Ability to perform complex engineering calculations using prescribed procedures and formulas.
• Skilled in decision-making and ability to solve complex, multi-layered problems.

The environment and physical requirements may change depending on the specific function of the work each department performs. Incumbents may be in both indoor and outdoor environments. Indoors, in an office space, event space, or public space are protected from weather conditions, but not necessarily from temperature changes. Incumbents may nearly continuously sit and often use repetitive hand motions (such as typing).  

Outdoors may not be protected from weather conditions and may be exposed to extreme heat and extreme cold. Additionally, indoor or outdoor work environments may include being confined or in narrow spaces for periods of time. The incumbent may also be exposed to loud noises or vibrations from equipment, and conditions that may affect the respiratory system, such as fumes, odors, dusts, mists, gases, and poor ventilation. Bending, crawling, and crouching may be required. Incumbents may be required to lift, push, and/or pull objects up to 50 pounds and be required to walk and/or stand for long periods of time.
