Overview

The Cache County MIECHV Lead Home Visitor (Program Coordinator II) ensures the day-to-day operational activities meet program and compliance standards of the Department of Health and Human Services contract, Parents as Teachers (PAT) affiliate plan, and all applicable state and federal regulations, policies, and procedures. The Cache County MIECHV Lead Home Visitor position ensures PAT Model fidelity, recruits and maintains employment of high-quality professionals, and collaborates with other early childhood programs.

Responsibilities

  • Program Administration Duties
    • Ensures public awareness, child find, and education of primary referral sources.
    • Ensures fidelity of PAT model knowledge and delivery of services to children and their families, cultivating cultural sensitivity and individualization.
    • Provides training and retention to home visiting providers and supports personnel development.
    • Plans, schedules, assigns, monitors, and supports the work of assigned staff.
    • Ensures that employees meet high-quality standards for the provision of home visiting services.
    • Coordinates projects and delegates job assignments to team members.
    • Partners with other colleges to provide internships for students from various departments related to early childhood and MIECHV home visiting.
    • Participates in IDRPP meetings, retreats, and weekly check-ins.
    • Writes and refines policies and procedures for the program.
    • Participates in the program's Advisory Committee and attends meetings and other community partner meetings.
    • Builds and maintains relationships with other community partners and early childhood programs.
    • Attends MIECHV CQI meetings and other state meetings as needed.
    • Attends PAT monthly meetings.
  • Supervision and Day-to-Day Operations
    • Ensures program compliance with state agency and PAT contract requirements.
    • Prepares scheduled and special reports; maintains program records and statistical information.
    • Supervises home visitors, students, and interns within the program.
    • Coordinates collaboration with other state agencies to facilitate increased awareness of the MIECHV home visiting program.
    • Oversees the day-to-day operations of the program.
    • Develops and maintains program policies and procedures to ensure compliance with state agency and growing program.
    • Ensures the program meets CQI State and PAT Targets, and corrective actions.
    • Creates supply inventory and tracks use of inventory including NIRS data.
    • Utilizes appropriate outcome measures PICCOLO and HOME.
    • Creates marketing, social media, webpage, and flyer content for events.
  • Direct Services
    • Provides direct services to children and their families using the PAT model. Refers children and families to appropriate programs.
    • Utilizes Visit Tracker and PAT Curriculum Software, maintaining accurate documentation.

Qualifications

Minimum Qualifications:

  • Bachelor’s degree in a related field plus a minimum of two years of relevant work experience, including supervisory experience; or an equivalent combination of education and experience. 
  • Bilingual in English and Spanish literacy, reading, writing, and speaking.
  • Experience working with families in their natural home environment who are at risk or in need of family wellness support and parent-child engagement. 

Preferred Qualifications:

  • Bachelor's degree in a related field with at least three years of relevant work experience, including supervisory experience is required. 
  • Experience in CQI role in accordance with HRSA, State of Utah DHHS MIECHV standards.
  • Three plus years of experience in teaching families or young children individually or in a group setting.
  • Certified in PAT Foundation 1 and 2.
  • Experience working with Visit Tracker software.
  • Experience in CQI roles in accordance with HRSA and MIECHV.
  • Experience with the FAN Model.
  • Preferred experience with using NIRS data entry system.
  • Experience with PICCOLO model and outcome measure.

Knowledge, Skills, and Abilities:

  • Critical communication skills with active listening toward families and team members.
  • Skilled in the use of computers.
  • Familiar with record management using Visit Tracker.
  • Skilled in organizing resources and establishing priorities.
  • Ability to analyze and solve problems including working with critical situations that involve outside agencies.
  • Ability to make administrative/procedural decisions and judgments.
  • Ability to train and supervise employees, including organizing, prioritizing, and scheduling work assignments.

The environment and physical requirements may change depending on the specific function of the work each unit supervises. Incumbents may be in both indoor and outdoor environments. Indoors, in an office space, event space, or public space, they are protected from weather conditions, but not necessarily from temperature changes. Incumbents often use repetitive hand motions (such as typing).


Outdoors, incumbents are not protected from weather conditions and may be exposed to extreme heat and extreme cold. Additionally, indoor or outdoor work environments may include being confined or in narrow spaces for periods of time. The incumbent may also be exposed to loud noises, vibrations from equipment, and conditions that may affect the respiratory system, such as fumes, odors, dusts, mists, gases, and poor ventilation. Bending, crawling, and crouching may be required. Incumbents may be required to lift, push, and/or pull objects around 50 pounds and be required to walk and/or stand for long periods of time. Incumbents nearly continuously listen, hear, and talk.

The Institute for Disability Research, Policy, & Practice is one of the largest research and outreach centers at USU, and we are largely funded through grants, contracts, and fee-for-service programs.
